HOA threatens to sue man after devastating loss

A Florida man is trying to rebuild his life after a plane plunged out of the sky, crashing in a fireball into his home. His wife and infant son were killed, along with three other people.
Joe Woodard wanted to build a home on the same lot where his family home once stood. "This is a new step in a new direction. This is going to give me a new start," Woodard said.
But his new start has hit a roadblock.
The homeowners association has put him on notice, saying that his shingles don't match the neighbors, his new home's elevation, meaning how far forward and how far back it stretches on his lot, isn't consistent with the other houses and the home's overall size isn't consistent with the neighborhood.
The homeowners association said Woodard has to fix the inconsistencies or they'll sue him.
Woodard says he couldn't bear to build the home the same as it was before. "If I build it exactly the same, that means that every time I walk in, come into the house, I'll be reliving and going through a lot of the same things that I already went through when my wife was here," Woodard said. "Life is testing my faith. Everything I go through day to day is testing my faith."
He said he's tried without success to speak with the homeowners association about this issue.
